3373327 - SHA2Encoder.exe fails for Introscope Enterprise Manager 10.8

Symptom

Introscope Enterprise Manager 10.8 starts properly, however ./tools/SHA2Encoder.bat or SHA2Encoder.sh fails with the following errors:

!ENTRY org.eclipse.osgi 4 0 YYYY-MM-DD HH:MM:SS
!MESSAGE Application error
!STACK 1
java.lang.IllegalStateException: Unable to acquire application service. Ensure that the org.eclipse.core.runtime bundle is resolved and started (see config.ini).


In <Drive>:\usr\sap\CCMS\apmintroscope\product\sha2\configuration\ (or /usr/sap/ccms/apmintroscope/product/sha2/configuration) folder, xxxxxxxxxxxxx.log is generated, and some hints about other java versions are given similar to below:

java.version=1.8.0_xxx
java.vendor=<Vendor name>
BootLoader constants:<OS info>
Framework arguments:  -application com.wily.introscope.eclipseapp.SHA2Encoder
Command-line arguments:  -application com.wily.introscope.eclipseapp.SHA2Encoder

This is a continuation of log file <Drive>:\usr\sap\CCMS\apmintroscope\product\sha2\configuration\XXXXXXXXXXXX.log 

While executing the ‘java -version’ command on the command prompt, the active JAVA version can be checked similar to below:
