3374574 - Housekeeping process can not finish in process chain

Symptom

When execute a process chain which has a "BW Request Status Management: Housekeeping" process inside, the background job  BI_PROCESS_RSPM_HK has already completed, but the housekeeping process still has a yellow status in the process chain, and the process is hanging.

In the  BI_PROCESS_RSPM_HK job log, you can see the message:

Scheduling task <ODQ task ld> for background processing...   
Task RSPM_HOUSEKEEPING_1 has been scheduled
