Is it possible to import the development goals without Goal management license

1. Navigate to Admin Center 

2. Search for import development goals

Since the goal import button comes from the goal management feature. It is not possible to import development goal, without Goal management license.

Since the goal import button comes from the goal management feature and this feature should be enabled to activate the Import Development Goal. It is not possible to import development goals without Goal management license.
