3375256 - User is able to select any active user in system as the approver

When the approver is missing in the configured Approval Process, the requester is able to select any active user in system as the approver.

1. Configure an Approval Process which requires 1st level Manager's approval.

2. Associate the approval process to a Class

3. Remove user A's Primary Manager

4. Login as User A and register that particular class

5. User is able to select any active user in the system as the approver.

This is an expected behavior.

When the approver is missing, user needs to choose an approver to proceed the approval process.
Currently there is no way to apply restrictions on the search results. User will be able to select any active user in the system as the approver.
