3375256 - User is able to select any active user in system as the approver

When the approver is missing in the configured approval process, the requester is able to select any active user in system as the approver.

1. Configure an approval process which requires 1st level manager's approval >
2. Associate the approval process to a class >
3. Remove the user's primary manager >
4. Login as the user and register in that particular class >
5. The user is able to select any active user in the system as the approver.

This is an expected behavior. When the approver is missing, the user needs to choose an approver to proceed the approval process.

The search results can be restricted within the user's organization tree by setting in:

1. Learning Administration >
2. System Administration >
3. Configuration >
4. System Configuration >
5. Search >
6. 'restrictUserPeerSearchByOrg=true'.

If 'restrictUserPeerSearchByOrg' is set to false, user can select any active user in the system as the approver.
