3375421 - User not notified of Attachment size too large for notifications

When a admin submits a attachment in a notification that is too large the attachment is not sent to the intended users.

The calculation of  size and subsequent rejection of attachment is done when sending the notification.

We are releasing a enhancement in 2311 that will do the calculation at the browser level to provide feedback to the admin on uploading the file, so they are notified their is a issue with the file, such as size.
