3375598 - RFQs Might Have Generated Cryptic Errors

Symptom

If users submitted RFQs that didn’t trigger any supplier and touch policies, guided buying might have displayed cryptic errors. RFQs must trigger at least one of these policies so that guided buying can select an RFQ scenario (self-service, low-touch, or high-touch).
