Add Program button is missing on the admin side - admin are unable to assign programs to users

1. Search User in learning admistration.
2. Select Programs
3. 'Add Program' Button is missing

'Add Program' and 'Search Program' Workflows are missing

Role Management

Search Admins Role ID for which the 'Add Program' button is missing for -

Tick both 'Add Program' and 'Search Program' Workflows and click add button as seen below:

You will then see 'Add Programs' option now available again on admin side under user via programs:

Note: If you require that admin only has permissions to search program you can add 'Search Program' Workflow permission only and this icon will still show with this workflow.
