3377143 - Diagnostics Agent on Windows does not connect with errors: <SMDAgent_directory>\configuration\secstore.properties (Access is denied)

Symptom

When connecting the Diagnostic Agent to Solution Manager JAVA, the following error occurs after running the smdsetup command or in Diagnostics Agent logs:

com.sap.smd.server [Thread[main,5,main]] Error: [Exception ID: <NNNNNN>] com.sap.security.core.server.secstorefs.FileIOException
[EXCEPTION]
com.sap.security.core.server.secstorefs.FileIOException: I/O error on file "<disk>:\usr\sap\DAA\SMDA<NN>\SMDAgent\configuration\secstore.properties".

or

"[Thread[Connector,5,main]                     ] Error      The secret key could not be read in secure storage
[EXCEPTION]
com.sap.security.core.server.secstorefs.FileIOException: I/O error on file "/usr/sap/DAA/SMDA98/SMDAgent/configuration/secstore.properties". 

Caused by: java.io.FileNotFoundException: /usr/sap/DAA/SMDA98/SMDAgent/configuration/secstore.properties (error 13 - Permission denied)"
