3377238 - FAIL NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen() error occurs after kernel update

Symptom

User tries to update kernel e.g. from kernel 777 patch 511 to kernel 777 patch 600.
User extracted the latest kernel patch in exe directory, and when try to start the system,
the message server and ASCS process are getting hung and do not start the system.

When executing sapcontrol command, it returns the following error:
