Error occurred 'You are not authorized to use this function' when trying to access SSCUI - 101000 Service cost level Configuration

Reproducing the Issue

When accessing the configuring your solution app and the SSCUI - 101000 Service cost level Configuration, one of the following errors are met -

You are not authorized to use this function

No authorization to start the UI

Cause

The following Business Catalog is missing - SAP_CA_BC_IC_LND_FIN_OA0_PC

Resolution

Add the Business Catalog SAP_CA_BC_IC_LND_FIN_OA0_PC to the relevant Business Role and assign this to the affected user.
