App ID: F0233A exists in the SAP Fiori Apps Reference Library, but The target app is not in the Fiori catalog.

Cause
F0233A is not a transactional Fiori APP but as Navigation Target from other APPs such as 'Manage Outbound Deliveries' F0867A when you click outbound delivery number.
Resolution
It is SAP standard behavior that you cannot see the tile of F0233A in the launchpad designer. Please check the Where Used list in the APP library
