3377983 - Performance Management Learning Catalog Popup Displays in Gray Box

When the horizon theme is enabled, attempting to add a learning activity through a performance form populates the learning activities in a gray box.

However, adding a learning activity through the development goal plan displays correctly.

1. Login to system
2. Open a performance form
3. Navigate to a development goal section
4. Select Learning Activities tab and/or Add New Learning Activity button > Find in Catalog
5. The learning catalog pops up in a gray box and the Done button appears to be floating

This is tentatively scheduled to be fixed in the 2311 release. Release dates can be reviewed on Product Release & Road Map Information.

Workaround: Disable the Horizon theme
