3378731 - Unable to edit Content Object ID when importing Content files

Some admins are unable to edit Content Object ID when importing content file.

Admin user clicked the edit button but the pop-up window doesn't open.

1. Go to Learning Administration > Contents > Import Content
2. Select any file > Import Files > click the 'Edit Content Object ID' button
3. The pop-up window like below screenshot doesn't open
   

'Add Item' and 'Edit Online Settings' permission are required to open the pop-up window to edit Content Object ID.

Add permission 'Add Item' and 'Edit Online Settings' permission to the security role which is assigned to the Admin.
