3379618 - How to troubleshoot the error "No common SSL/TLS ciphersuite with SSL/TLS client!"

Symptom

Pinging another system concludes with errors due to SSL misconfiguration. Some errors that might be found in dev_icm or dev_webdisp/dev_disp are :

ClientHello::cipher_suites does not contain any cipher suite that the server accepts. ClientHello message does not offer any cipher suite the server was configured to support.
*** ERROR => No common SSL/TLS ciphersuite with SSL/TLS client!
ERROR: SapSSLSessionStartNB(sssl_hdl=7f543c015530)==SSSLERR_NO_COMMON_CIPHERSUITE
SapSSLErrorName()==SSSLERR_NO_COMMON_CIPHERSUITE
ERROR => IcmConnInitServerSSL: SapSSLSessionStartNB returned
