Audit structure S4H_AUDIT_TAX is not available in the App Auditor Direct Access.

Cause
It is a General Limitation of the value help in Audit Structure selection.
Resolution
When using the app Auditor Direct Access, if in the field Audit Structure you already have the default text F5461, remove it and then click the value help, only by doing so you will be able to find the audit structure S4H_AUDIT_TAX.
