Recruiter wants to send an email notification regarding job application of the candidates on their candidate profile that has not yet been completed or submitted.

As designed, there is no option for Recruiters to send an email notification to candidates who has not completed or submitted their application on their candidate profile. This is documented on the Quick Facts section of the implementation guide Save a Partially Completed Application.
