3381084 - User with Employee ID already exists in the system - Onboarding

Error User with Employee ID already exists in the system is appearing even though purge was already performed.

Expected Behavior

 On user purge the system does not delete the user record completely. On purge the user status is updated to 'x'. As the user record with this id already exist in user table with status as purged (i.e. 'x') we cannot use the same id again from manual onboarding page.
