3381997 - Fix duplicate permissions issue at SAP SuccessFactors b2311 release

Fix Background: Since b2305, Customer may find that in their RBP roles, some permissions will become unchecked status sometimes without manually changes.

SAP SuccessFactors HXM Suite

1. go to a permission role
2. find some permissions become unchecked status

This issue is due to there are duplicate permissions in instance db.

At b2311 release, we will clean duplicated permissions during DB Upgrade process in b2311 release to fix this issue permanently.

*Important Note*

Before 2311 release:

Scenario 1. User manually saved RBP role with re-check permission back -- this fix will help make sure these permissions to remain checked status in RBP role. However, after 2311 release due to db upgrade completed, in View Change History of this RBP role, there may have no change history on these re-checked permissions.

Scenario 2. User manually saved RBP role with un-checked the affected permission (user may not notice there has several permissions become unchecked status) -- this fix cannot help restore these unchecked permissions, because while saving RBP role, if the permission still remains as unchecked status, the save action will trigger the delete action of this permission in db RBP mapping table, however system cannot identify this action is attended action or unconscious action. So for this scenario, customer can manually check these permissions back.
