3382177 - com.microsoft.sqlserver.jdbc.SQLServerException: The TCP/IP connection to the host sql xxxxxx has failed.

Symptom

An error in the iflow with the JDBC adapter when connecting to Azure SQL via cloud connector- com.sap.it.rt.adapter.jdbc.exceptions.JDBCException: The processing has failed due to error in creating metadata table. : com.microsoft.sqlserver.jdbc.SQLServerException: The TCP/IP connection to the host xxxxx port 1433 has failed. Error: "error 111 - Connection refused (Connection refused) (local port xxx to address xxxxx (vsaxxxx), remote port xxx to address xxxx). Verify the connection properties. Make sure that an instance of SQL Server is running on the host and accepting TCP/IP connections at the port. Make sure that TCP connections to the port are not blocked by a firewall."
