3382712 - Only one employment shows up when select delegatee from home page, however multiple employments shows up when choose delegatee from workflow details page

A person has multiple employments, such as concurrent employment and global assignment. When other user tries to choose him as a delegatee, the behaviors are different from home page and workflow details page.
