3383287 - Group provisioning without User provisioning when IAS is the target system

Symptom

There is a need to do only group provisioning and you have set "ignore": true in your user mapping attribute. When a re-sync is run the group gets created or updated successfully in IPS but there are no entries in the target IAS group. No users get added in to the target IAS group attribute.
