3384269 - Failed to add role in HANA database with error : Could not modify user <xxx>. Could not grant role <xxx> You are not authorized to perform the required action.

When you assign a role to USER1 via SYSTEM user and it changed successfully.  You also check the option at side to "Grantable to other users and roles".
But when you try to assign the same role to USER2 via previously created user USER1, it says the role can't be assigned. The error message like the below text:

Could not modify user <xxx>. Could not grant role <xxx> You are not authorized to perform the required action.
