Symptom

The below information be reported in the status bar when checking ACL proposal.

"No connection attempts were found"

RFC program registration fails with RC=720 and the gateway log (gw_log) shows a Z prefix (meaning "no rule found") even though the reginfo file on disk is correct and complete.

"No connection attempts were found" is returned because the in-memory rule table is empty and no connection attempts are being logged.
