3385129 - XSA fails to start - Initialization of the OIDC service failed

Symptom

XSA cannot be started.

XSA logs show and command "XSA enable --verbose" results error:

ERROR: Service "xsuaaserver" failed to start.
com.sap.xs2rt.installation.util.InstallationException: Service "xsuaaserver" failed to start.
[...]

XSuaaserver_<X>.log shows:

[...]
Unexpected exception resolving reference
com.sap.db.jdbc.exceptions.SQLInvalidAuthorizationSpecExceptionSapDB: [10]: authentication failed
[...]

xsuaaserver.out shows:

[...]

XSA diagnose shows ::

FAILED to get token from UAA.
