3385386 - Dynamically changing vector profile parameters without restarting using function module ICM_SET_VECTOR_PARM

Symptom

It is desired to dynamically change vector profile parameters without restarting the instance. 

Vector profile parameter are the ones that ends with "_<number>". Vector parameters cannot be dynamically changed using transaction RZ11. However it is possible to dynamically changed them with function module ICM_SET_VECTOR_PARM
