3385389 - Italy Quarterly VAT Return: XML File is Rejected by Tax Authority Due to Incorrect Value for Tag ImpegnoPresentazione

Italy: the Quarterly VAT Return XML file generated in SAP Business ByDesign is being rejected by Italian tax authority due to an incorrect value passed on tag ImpegnoPresentazione.

SAP Business ByDesign 

1. Go to the Tax Management work center.
2. Go to the VAT Returns view.
3. Open the respective Return ID with Tax Return Type Quarterly VAT Return.
4. Click View All.
5. Move to Attachments tab.
6. Download the respective XML file.
7. Send this file to the Italian tax authority.
8. The file is rejected by the tax authority with following feedback (in Italian):

"il valore "XYZ" dell'elemento "ImpegnoPresentazione" non è valido."

XYZ means the value being passed in <ImpegnoPresentazione> tag in the XML file.

From the tax authority instructions, the value can be "1" or "2":

= 1, if declaration is prepared by tax payer (company);

= 2, if declaration is prepared by transmitting subject (intermediary).

The SAP Business ByDesign does not cover the business case of intermediary that is <ImpegnoPresentazione>=2.

As SAP Business ByDesign does not cover the business case of intermediary, then the value is always "1".

If you want to maintain this value as "2", you need to complete the file manually with proper values in other tags.

As this case is out of the scope, then you have to refer directly to the legal standards, complete the file manually with the tags and proceed with the tax filing.
