Symptom

ABAP dialog instance fails to start, no developer trace(dev_*) created in the effected instance work folder:
name: disp+work.EXE
description: Dispatcher

elapsedtime: 0:00:03
pid: -1

In the <sapstart.log> the disp+work.EXE was tried to start:
(<dispatcher PID>) CreateProcess: C:\usr\sap\<SID>\<Instance>\exe\disp+work.EXE pf=\\...\sapmnt\<SID>\SYS\profile\<Instance Profile Name>
