This is an enhancement released in the bi-annual release 2311.
Formerly the nudge button was shown to any HR admin with dashboard permissions, even the owner of the activity, allowing this way the user to nudge itself.

Resolution
The nudge button is only visible to the individual assigned to the task. It will not appear for users who are not assigned to that specific activity.
