3387043 - Customs invoices are not triggering after 'Loading is completed' at the WH stop but triggering only after Goods Issue

You're testing SAP TM and SAP GTS integration for ASR scenario.
You set the handling execution status of the items and the warehouse loading stop to Loaded from the FO Overview tab or from Load or Unload Freight Orders app.
You expect the system sends a request to SAP GTS to create a customs declaration and includes a customs invoice in the request.
However, the 'Export Declaration Processing Status' is not set to 'Ready for Export Declaration', instead, it is 'Pending for customs invoice preparation'. Hence no custom invoice is created in GTS.
Later on, when you post goods movement for the FO, the custom invoice request is triggered.
