3387166 - Unable to download Desktop Agent in SBPA/IRPA

Symptom

User is unable to download the Desktop Agent from SAP Build Process Automation/IRPA Factory.
Error message "Unable to download agent." or "Unable to download the agent. Please contact your administrator."

In the network trace (collected via browser developer tool), may see one of the errors below:

  1. "SAP_IPA_00015"
  2. "500 Internal Server Error"
  3.  "403 Forbidden from HEAD..."
