Symptom
Single Sign On is working when SAML2 is enabled for the users who have account in the Identity Provider (IDP).
If any external technical user tries to access the Service Provider (SP) (e.g., firefighter ID), that user may not have an associated IDP account and it may not be possible to perform the Single Sign On.
How can these users login with username and password in this scenario?
