3387899 - BOP Job fails due do 0 requirements selected

Symptom

BOP runs but selects 0 requirements and throws "Technical Error" on the BOP Monitor APP.
If you check on the debugger, you will see that inside method EXECUTE_SINGLE_BOP_RUN (class CL_ATP_BOP_RUN), after execution of method hrf_generate_artifacts, system will go to a return statement due to ev_error variable having the value 30.
