3388422 - ESR/ID are not able to launch due to error "Unable to load resource"

While accessing Enterprise Services Repository (ESR) or Integration Directory (ID), you get error "Unable to launch the application". 

• When you check the error details after accessing ID, you can see exception as below: 
  
  com.sun.deploy.net.FailedDownloadException: Unable to load resource: http(s)://<host>:<port>/dir/directory/com.sap.xpi.ibdir.client.jar
