3389049 - Error "You cannot enter a change leader here" When changing BOM in app "Change Bill of Material"- SAP S/4HANA Cloud

Error message is displayed stating "You cannot enter a change leader here" when entering the change number In app "Change Bill of Material".

SAP S/4HANA Cloud

1. Open app "Change Bill of Material"
2. Fill in field "material", "Plant", "material usage", "change number"
3. Click "continue"
4. Error "You cannot enter a change leader here" 

The change number entered is a leading change master record, it could not be used to change BOM.

It's supported to change an object using change package or change master record without hierarchy.

When creating change number, it is suggested to select function "Without Release Key" or "With Release Key". 
It's not supported to change BOM when selecting function "Lead. Chg. Mast ".
