3389052 - ICM HTTPS activation failed when bind ports > 1024 with "EXTBIND=1" on UNIX

Symptom

ICM HTTPS protocol with ports > 1024 are configured with icm/server_port_<xx>: "EXTBIND=1" parameter and It's failed to activate it through T-code:SMICM -> Goto -> Services -> Activate.
