3391888 - Application form - remove textarea Character limit of 1024 when mobile apply is enabled. Bring it back to 4000

With Mobile Apply enabled, Text Area fields will have a 1024 character limit instead of 4000, as expected.

This behavior will be corrected within the 2H 2023 (b2311) release.

As workaround, you can disable Mobile Apply.
