Symptom
As of 2311 release, Calendar-Based Automatic Time Sheet Submission is released.
With 2311 release, it currently only supports an approval date that equals the submission date in the Time Recording Calendar configuration, or you can leave the approval date empty.
When the approval date is configured the same as the submission date in Time Recording Calendar, the time sheets that are overlapping with the period defined in Time Recording Calendar Entries, would be submitted and automatically approved directly.
But you may have noticed that some timesheets are only automatically submitted, but not approved directly.

Resolution
Time Recording Calendar based auto submission will only consider the overlapping timesheets that are still in To be Submitted status.
If the time sheet is already submitted and is now in To be Approved status, then Time Recording Calendar based automatic submission will not touch such time sheets, even when they overlap with the defined period and the Approval Date is also set equal to the Submission Date.
This is the current design with 2311 release. Currently, when the time sheet is auto approved by the Time Recording Calendar's approval date configuration, there is no workflow involved at all. Instead the status of the time sheet is set to approved directly when submitted based on Time Recording Calendar. So there is no individual workflow processing now with 2311 release to automatically approve the pending approval (To be Approved) time sheets.
Based on the above design, then it may happen below situation when the time sheet submission date coincides with the Time Recording Calendar based submission and approval date.
The time sheet is automatically submitted by the timesheet submission job but not automatically approved, although the time sheet was originally To be Submitted status, and identical submission date and approval date are configured in one Time Recording Calendar Entry in Time Recording Calendar.
Why ?
This is because the normal time sheet submission execution happens before the Time Recording Calendar based auto submission.
As a result, the To be Submitted time sheet is first submitted by the normal time sheet auto submission execution, and then when the Time Recording Calendar based auto submission is executed, it has already been submitted previously, hence no longer in To be Submitted status.
As a result of this, the later Time Recording Calendar based auto submission will not process this time sheet anymore, so the approval date in Time Recording Calendar will not have any effect on it either.
Additionally:
Be careful with external time data or external allowance import happening on or after the calendar submission date.
Any import of external time data or external allowance recording associated to an approved timesheet will cause an amendment.
