3392940 - 403 Access Denied error occurs on web browser when displaying Directory Contents which is defined in parameter icm/HTTP/file_access_<xx>

Symptom

User defined the parameter icm/HTTP/file_access_0 with arguments PREFIX and DOCROOT, then accessing the URL

http://[host]:[port]/[PREFIX]/

Directory Contents which is defined in DOCROOT is not displayed and 403 Access Denied error has been reported as the result.
