3394569 - Failed to create private link service with standard plan with error "The Vpc Endpoint Service xxx does not exist"

You referred to guide Connect SAP Private Link Service to AWS Private Link Service to create private link service with Standard plan. But failed with error when execute command
cf create-service privatelink standard privatelink-test -c '{"serviceName":"ServiceName"}' 

Error:
Could not access service 'com.amazonaws.vpce.us-east-1.vpce-svc-xxx': code 'InvalidServiceName', message 'The Vpc Endpoint Service 'com.amazonaws.vpce.us-east-1.vpce-svc-xxx' does not exist'.
