Symptom
You have created a purchase order and you copied it. You only changed the content of Street/House No. line for Delivery Address on item level of the new purchase order.
You are using only Japanese environment when doing the creation and changes for both of the purchase orders.
However, in the XML files of the two purchase orders, the PostalRegulationCompliantAddressLines in ShipToLocation are in different order.
And the way they show City are different as well.

Reproducing the Issue
- Create a purchase order from Purchase Requests and Orders work center;
- Fill in all mandatory fields, and click Order to get PO A;
- Copy this purchase order. Before order it, navigate to Delivery tab on item level;
- Remove the value in Street/House No. field and input new address in English.
- Click Order to get PO B.
- Open the XML files for the two purchase orders;
- You can see the FormattedAddressDescription is in different format.
Cause
This is a normal system behavior. System will analyze the language when inputting address. If you use English to input Street/House No., system will show the English format and reflect it in XML file, although it cannot be seen from frontend screen.
Resolution
If you would like the two purchase orders have the same address format in XML files, it is necessary to use the same language.
