3395176 - Why scope item 2Q2 is not activated?

Symptom

When running SAP S/4HANA Cloud Public Edition system with an installation before the year 2021, the Scope Item "Data Migration to SAP S/4HANA from Staging" (2Q2) is showing not activated.

While the app Migrate Your Data and other data migration tools can be used in this system.
