3397433 - Personnel Number Cannot Be Deleted due to inconsistent PA records not existing

Symptom

Unable to remove CP-P relationship due to missing mandatory infotypes not existing for the Person object, for example: 

"No Data Exists for Infotype 0001 for Personnel Number XXXXXXXX"

This results in a dump in the system:

Category ABAP programming error

Runtime Errors UNCAUGHT_EXCEPTION
