Recipient list in Offboarding Announce Termination to Coworkers recipient list is empty upon clicking.

SAP SuccessFactors Onboarding
Reproducing the Issue
- Access Offboarding Dashboard
- Announce Termination to Coworkers and then "start"
- Click on recipient list and it is empty
- Cannot proceed further
Cause
This is expected behavior.
Resolution
When using the recipients list you must insert the name of the person who you wish to send the Announce Termination to Coworkers message since it is an index system, not a drop-down list.
