3398116 - Planning with optimizer does not respect Freight Order Building Rule

You have the following scenario:

• Planning Profile has Freight Order Building Rule settings set to "Create a new Freight Order when resource is empty"
• In your planning run, you have a Freight Unit that goes, for example from A to B 
• You expect that if there is an empty run, a Fregiht Order with a stage A to B will be created, along with another Freight Order with just the empty run stage from B to A
• The result is that Optimizer plans the empty run stage in the same Freight Order

• SAP Tranportation Management 9.3 - 9.6
• SAP Transportation Management embeded in S/4 HANA 1709 and higher releases
