3398687 - AS Java UME service fails to start: "com.sap.conn.jco.JCoException: (103) JCO_ERROR_LOGON_FAILURE: Initialization of destination UMEBackendConnection failed: Password logon no longer possible - too many failed attempts"

Symptom

The system cannot start properly and you see the following exception in the trace files:

In dev_jstart:
