EMAIL (ONB) Goal assignment updated Template Is not triggering when a representative updates the goals on the Dashboard.

SAP SuccessFactors Onboarding

1. Go to dashboard
2. Find candidate 
3. Click Set Goals for New Hires > View Details > edit
4. Set a different goal (change anything)
5. Submit
6. There is no error, but email is not sent

Working as expected.

This is working as design.

This email is only sent when there is successful transfer of goals when the user is converted from a new hire to an employee.

It does not send if you just edit the goals in onboarding, so external user will not receive (trigger does not work for external).
