3400073 - System failed to start because EmInit failed

Symptom

  • System failed to start
  • DIA instance dispatcher stopped and showed "disp+work, Dispatcher, GRAY, Stopped" in GetProcessList result
  • following trace can be seen in dev_disp trace file:
