3400530 - SAP MaxDB/liveCache connection error from Netweaver ABAP: Error when calling function module DBM_EXECUTE_SDB

When trying to establish a connection to MaxDB or liveCache from the Netweaver ABAP system either from transactions DBACOCKPIT or LC10, the following error happens:

        DBM Error 8  - DBM System Error
        Error when calling function module DBM_EXECUTE_SDB

        DBMRFC Function     : DBM_CONNECT
        Error               : DBM Error
        Return Code         :         -4
        Error Message       : connection refused: x_server not running
        SQL not possible
