3400546 - Authority check fails: You are not authorized to change/display/lock users in group <XX>

Symptom

When trying to change/display/lock a user via transaction SU01, authority check fails with error message：

  • You are not authorized to change users in group <XX>
  • You are not authorized to display users in group <XX>
  • You are not authorized to lock users in group <XX>

If in a CUA scenario, transaction SCUL may also show above error messages.
