After the 2023 QRC4 update (tenant version 2023.21.6) any transport of a MultiAction fails on import.
In the detailed log of the transport the error "The resource type MULTIACTIONS cannot be exported or imported" is shown.
Note that the export of the multiaction works as expected, only the import fails.
